Government Budget Analyst
Job Description
Provide budget, procurement, and program management support in a client-facing position. The key role will be supporting the budget development and financial execution of research and development projects across 20+ portfolios. Using your knowledge of laws, regulations, and policies you’ll help build a financial plan of action and develop the necessary requirements to implement it. Typical activities will include monitoring annual appropriation of spending plans, reviewing Congressional Budget Justifications, assisting in the reviews, edits, coordination of procurement processes for contracts, inter-agency agreements, assisted acquisitions, financial transactions and award modifications. You must draft procurement packages, provide budget statuses, milestone/deliverable analysis, coordinate financial and/or project responses, etc. Support data calls as required.
Must possess excellent communication skills with the ability to provide briefings to executive level leadership as well as work with task leads, various analysts, and project management. Must have a thorough understanding of requirements, policies, and regulations that govern funding. Must be proficient in MS Office with advanced skills in MS Excel. Also required are an excellent attention to details and diligent adherence to deadlines and deliverables.
- Full-Time located in Arlington, VA.
- SECRET clearance required (minimum)
- Bachelor degree required. Accounting/Finance preferred.
- Minimum 10 years budget/program support for multi-million dollar efforts.

Job Description
Education and Experience Requirements: Bachelor’s degree and experience with federal contracting (DoD R&D contracting highly desirable). Minimum six (6) years of specialized contracting experience.
Responsibilities will include: Participating in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures. Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination. Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production. Efficiencies and evaluating methods of allocating cost through various types of overhead and general and administrative expense. Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts.
Candidate must be proficient with Microsoft Office Suite of programs, with solid skills in Excel. Must be able to function individually and also fit seamlessly into the overall team. Must be organized, meticulous, and able to multi-task. Must be willing to ask questions, correct mistakes, learn from mistakes and keep moving forward. Clear, professional communications, written and verbal, are vital to succeed in this position.
