Job Title: Business Financial Manager
Location: On-site at government office(s) in the Arlington, VA/Washington DC area.
Education: BS/BA degree with some management coursework preferred.
Clearance: The ability to obtain and maintain government security clearance is required.
Experience: Government experience required. DARPA or DHS experience highly desired. Commercial research and development work may substitute for direct experience with DARPA or DHS.
Travel: Minimal; CONUS travel may be required at times.
The Business Financial Manager acts as a principal lead on analytical, consulting, or assessment processes in support of technical, business, and administrative goals of a program. This position is part of a small management team overseeing/directing the work of a large technical research and development team in performing complex tasks. Applicants should possess at least ten (10) years of technical management and/or analysis experience in the management, direction, and performance of complex technical projects, five (5) years of which were spent managing a team of personnel performing complex technical projects. Applicants must have experience interfacing with operational personnel and senior government officials, excellent verbal and written skills, and be able to effectively juggle multiple assignments which are varied, diverse, and sometimes difficult in nature, oftentimes under tight time deadlines. Proficiency with the Microsoft suite of programs, especially PowerPoint, Word, and Excel, is required.
The Business Financial Manager will also be required to assist in other duties, such as planning, scheduling, and coordinating conferences, meetings, and travel arrangements. They must also maintain the program and program manager calendars. Assisting with the preparation of briefing materials/communications for internal and external presentations/tasking is required, as is coordination with internal management and external military or government partners. An understanding of military protocols is essential.

Job Title: Contract Specialist II
Location: On-site at government office(s) in the Arlington, VA/Washington DC area.
Education: Bachelor’s degree and experience with federal contracting (DoD R&D contracting highly desirable).
Clearance: The ability to obtain and maintain government security clearance is required.
Experience: Government experience required. DARPA or DHS experience highly desired. Commercial research and development work may substitute for direct experience with DARPA or DHS.
Travel: Minimal; CONUS travel may be required at times.
Six (6) years of specialized contracting experience. Examples of Specialized Contracting Experience: developing, preparing terms and conditions in proposals related to the award of contracts. Negotiating and awarding contracts, contract modifications, and/or subcontracts. Participation in negotiating, awarding, or administering contracts, or the analysis of procurement policies and procedures. Administering the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination. Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production. Efficiencies and evaluating methods of allocating cost through various types of overhead and general and administrative expense. Formulating policies and procedures for the acquisition of goods or services, participating in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts.
